PROSAÚDE: CALLING FOR A STRUCTURAL MECHANISM FOR THE HEALTH SYSTEMS

The hidden debt crisis aggravated the level of mistrust by partners on the health sector leadership, which opened them a field for an excuse to stop supporting PROSAÚDE, thus stimulating the return to the vertical model of aid. The project based type of assistance, in addition to weakening MISAU’s planning, monitoring and auditing and control systems, is a further departure from the Kaya Kwanga Memorandum of Understanding. Ultimately, this has reflected on the harmonization principles, alignment and appropriation, which have been a form of flagship of the cooperation partners in these almost 15 years since the Paris Declaration. However, significant progress has been made in the context of ensuring funding through the common funds for diseases such as malaria, tuberculosis and HIV/AIDS. But some challenges still remain as a result of the weak response capacity within the healthcare system. This vulnerability is likely to increase due to the recent trend by the cooperation partners to migrate to GFF, to the detriment of PROSAÚDE. The accumulated experience with this mechanism represents a strong potential for the integration of all the sector’s funding systems, thus ensuring that MISAU takes greater control, while also strengthening the healthcare systems.
