N´weti is a well-referenced, dynamic Mozambican organization working since 2008 to bring about positive social and behavior change in relation to Malaria, sexual and reproductive health and rights (SRHR), HIV, gender-based violence (GBV), family planning and other health areas. N´wet´s social and behavioural change work catalyzes social mobilization and advocacy by increasing public dialogue, shifting harmful norms, influencing health-seeking behavior, and generating demand for health services and community action. We seek qualified candidates for the position Monitoring & Evaluation and Research Director, for an upcoming, USAID-funded comprehensive social and behavior change (SBC) program. Availability of the position is contingent upon issuance of a USAID Request for Applications, and selection of final applicant is subject to USAID approval.

 

Position Description

Provides M&E and Research technical assistance to a five-year, USAID-funded, multi-million dollar SBC program for Malaria in Mozambique. The Director of Monitoring, Evaluation, and Learning will be in charge of the monitoring, evaluation, and learning components of this cooperative agreement. S/he will be responsible for quality assurance/continuous quality improvement activities and the development of monitoring, evaluation, and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely accurate and complete reporting. S/he will also support the Government of Mozambique and other key partners and stakeholders in the development, training, and application of new and proven approaches to monitoring, learning, and quality assurance for malaria SBC

 

  • Provides research technical oversight for designing, developing, planning, and implementation of the M&E component of the SBC Malaria program;
  • Supports the design, and operationalization of the project’s research and performance monitoring plan (PMP): including data collection, verification, and preparation of regular project performance reports.
  • Ensures appropriate data collection tools and systems are in place and collects required data, including management of information systems (MIS) and any other systems necessary to meet requirements for N‘weti, USAID and other stakeholders.
  • Participates in the development of quality assurance systems for the program.
  • Provides technical oversight for designing, developing, planning, and implementation of evaluation, formative, and other research related to the project.
  • Oversees local IRB processes and requirements and coordinates research activities with appropriate stakeholders and partners.
  • Provides technical oversight and support to local research agencies and teams in carrying out research and evaluation activities.
  • Works with senior SBC team members to pre-test Malaria communication materials and media.
  • Identifies research and M&E technical assistance needs for subprojects/grantees and provides technical assistance via training, mentorship, etc. or coordinates its provision.
  • Offers technical support in the use of tools for purposes of collecting, analysis and synthesis of monitoring data.
  • Assists in the compilation and writing of quarterly, annual and ad hoc program data and reports.
  • Reviews sub-agreements for monitoring and evaluation.
  • Participates in developing strategic and implementation plans.

 

Education/Experience:

  • PhD, MD or similar degree with 5 years relevant experience in formative research, program evaluation, statistics, social sciences and M&E of health and development programs;
  • Or, MS/MA/MPH in public health or related field, and 5 years relevant experience in formative and evaluation research and M&E of health and development programs;
  • Demonstrated knowledge of formative research and evaluation designs for SBC programs, with experience in health areas, such as Malaria, gender is preferred.
  • Five years working in monitoring, evaluation, and research in the public health field, with progressively increasing level of responsibility;
  • Demonstrated ability to: (1) conduct rigorous quantitative and qualitative analysis using appropriate analytical methods; (2) design and implement quantitative and qualitative rapid appraisals, etc.; and (3) facilitate knowledge management and dissemination of research findings.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office). Proficiency in SPSS, DHIS2, NVivo, or other equivalent software packages.
  • Strong written and verbal English communication skills;
  • Demonstrated ability in managing research firms/teams and staff supervision;
  • Strong intercultural supervisory and team building skills and experience;
  • Ability to work independently with initiative to manage high volume work flow;
  • Experience working in a USAID or other donor-funded project. A solid understanding and appreciation of USAID and USAID project processes, procedures, rules and regulations;
  • Strong written and verbal English communication skills;
