The availability of quality health care for the Mozambican population depends, among other things, on two fundamental aspects: strengthening health systems and increasing financial resources. In fact, the sector’s policies and strategies can only produce health results if these two requirements are in place. Their absence could be behind the pattern of disruption in the sector’s policies. Efficiency has been pointed out as one of the solutions to reducing waste and, to this end, technical assistance plays an important role in building institutional capacity at the various levels from sub-national to central. On the other hand, the recently approved financing strategy for the sector not only proposes some options for increasing financial resources but also stimulates debate so that other sources of resources can be identified.
