This policy brief reveals that People Living with HIV (PLHIV) continue to experience systematic discrimination and stigma in health facilities. Although the country has a robust policy and legal framework, implementation remains a challenge due to limited human and financial resources to equip facilities with adequate infrastructure to provide quality services. Another factor contributing to the deterioration of the PLHIV experience in health facilities is the unethical behavior of some providers as they promote stigma, rifting the protocols established by the Ministry of Health. To alleviate these constraints, this policy brief suggests, among several options, that the Government and Cooperation Partners increase financial and human resources in the investment line, which will allow for the expansion of existing infrastructure.
