GFF IN MOZAMBIQUE: THE ABYSS BETWEEN RMNCAH-N ASPIRATIONS AND THE CHALLENGE OF COMPLEX INSTITUTIONAL REALITIES

This policy brief is published in a week where a World Bank mission is in Mozambique, which, among several, will address the Primary Health Care Strengthening Program. The mission includes on its agenda a meeting with Civil Society and the document published here may inform part of the discussions to be held at the meetings insofar as, in addition to requesting that the various actors be included in all the stages that will characterize the design of the new program, it suggests that the GFF map the fiscal space and promote the generation of public revenues, and greater efficiency of health expenditure, if it wants to position itself as a true catalytic fund. On the other hand, the policy brief reiterates the need for the GFF and PROSAÚDE to establish a common working platform, as this would facilitate the coordination of financing, especially at sub-national levels. The alignment of Performance-Based Financing (PBF) with the national procedure is another aspect raised by the policy brief, underlining the need to ensure a certain degree of autonomy to health facilities (making them UGB) so that the planning of PBF takes place ex-ante to the more global planning and budgeting process.
