This learning brief presents the performance of health facilities assessed in three consecutive cycles using Community-Led Monitoring, and the respective learning opportunities. Although many of the health facilities recorded a positive performance, most were in a stationary position between the 2nd and 3rd cycles, meaning that ongoing interventions have been working, benefiting most people living with HIV (PLHIV). In this sense, the gains achieved should be a stimulus for efforts to correct anomalies is continuous, to ensure that the objectives of improving the quality and humanization of healthcare are achieved.

Confidentiality continues to be a challenge in terms of service provision. This is followed by Differentiated Healthcare Methods, of which the Family Approach is the one that needs special attention. Regarding the Psychosocial Support dimension (APSS), the indicator relating to disclosure of HIV status to family and community, joins the others in terms of negative scores. In fact, the issue of stigma represents one of the biggest, if not the biggest, challenge in the fight against HIV/AIDS, negatively impacting treatment and, ultimately, the quality of life of PLHIV. The analysis of the barriers faced by PLHIV shows that the indicator relating to lack of privacy in consultation rooms saw an increase in the 2nd (26%) and 3rd (24%) cycles after the 1st cycle (17%). Still, in the dimension of antiretroviral treatment (ART) services, the barrier of fear and insecurity in relation to the Family Approach model (1st cycle: 15%, 2nd cycle: 20%, 3rd cycle: 11%) is another that deserves attention, despite the gains made in the 3rd cycle. In the barriers linked to APSS services, pharmacy and knowledge, the lack of information on viral load (1st cycle: 10%, 2nd cycle: 8%, 3rd cycle: 13%), fear of stigma and discrimination (1st cycle: 8%, 2nd cycle: 10%, 3rd cycle: 9%) stand out as those that should be addressed with greater dedication for the sake of a successful response to the HIV/AIDS pandemic.
